AQR
Group has a long experience in strategic plans, especially in the following
topics: a)
Sectoral AQR
Group has recently collaborated with ‘Diputació de Barcelona’, in
“Promotion of local textile
strategic plans”. This study was presented in the ACTE seminar held in Barcelona on
July, the 7th 2003. ACTE is the
Association of European Textile Collectivities. It brings together most of
the textile regions which have a large sectoral presence in Europe. In light
of the period of liberalization of trade and the enlargement of the European
Union, AQR has helped ACTE to launch an action of territorial consensus. The
European textile and clothing sector has to set medium and long term local
strategies in an anticipatory and proactive way. These plans have to be
placed in a framework of a European industrial textile profile. This
study, Methodological Guide for the
elaboration of local textile strategic plans, M. Artís, S. Suriñach, R. Ramos, J. Romaní. DOCT03C16,
elaborated by AQR members, takes this idea as a starting point and tries to establish
the bases to define the most adequate methodology to design a territorial
strategy to guarantee the future of the textile sector in the European
Regions. At this
conference assisted, among other personalities, Pierre Perdieu, president of
ACTE, Manuel Royes, president of honor of ACTE, Concepció Ferrer, president
of the Forum on of the European Parliament, Joan Canals, president of the
Spanish Intertextil Council and Antoni Fernández Teixidó, counselor of Work,
Industry, Trade and Tourism of the Generalitat de Catalunya. Moreover,
and also in agreement with the Diputació de Barcelona, the AQR Group has done
two more sectoral studies related to the textile and automotive sectors: ·

Local AQR group took part in elaboration of the second
part of the strategic plan of Figueres city (Girona). The question was to create a model of the city for the XXI century.
This work offered a very complete and multidisciplinary view about the actual
situation of Figueres, its lacks and its potentialities. AQR took care of the socioeconomic part, which contained the following
subjects: 1. Economic activity (localization of the activity,
unemployment, enterprises, sector activity distribution, and city potentialities)
The contributions of the AQR in these areas were two: 1. The study was carried out in at a census section level 2. In addition, taking into account the interrelations and externalities
with other municipals around, the study considered its functional area (urban system level municipal
associations that share services and exchange a great number of inhabitants
daily for reason of jobs or studies, so they need to be students together). Below there are the most important works related to
