PLAINS INVENTED. AN APROXIMATION OF THE CREATION OF THE "PAMPAS" (ARGENTINA) AS A MARGINAL AREA OF BUENOS AIRES

As regards marginal areas, the Australia, American and Rio de la Plata Plains have always felt the need to look for an integration. In the XIX Century, such an integration could not be isolated from the concept of perception. Any Kind of conception was a direct result of the corresponding perception arising from it, as well as the possible relation that could be established between them. In the case of the Rio de la Plata Plain, for example, the tremendous shock brought about Darwin`s line of thought and the "popularity" and diffusion of his trips and chronicles -specially his trip on the Beagle- enhanced a way of conceiving space. As from that movement, plains could neither look for nor find an integration for or against that conception. Ever since numerous publications emphasized the possibilities of plains, a definite idea of "Pampa", "Great Plain" o "Plain", was spread with such vitality that even today it is still present and does not allow for a different one.

The historiography which has been concerned with the question of the Argentine Rio de la Plata frontier has accepted that, given General Roca's military campaign in 1879 and the repression guaranteed all over the extension of the productive fertile plain of the port, the history of the frontier ended. This appreciation is produced by two causes: in the first place, because historians have not been able to surpass the Turnerian space-time frontier equation; that is, a frontier that is always defined in a certain place and at a certain moment. Secondly, because of a practical reason related with historical research: for historians the Rio de la Plata frontier cannot be other than the one that is studied out of those documents that the Argentine archives designate as documents "of" the frontier. This appreciation has several consequences: firstly, that of disarticulating all possible reflexion around the frontier as a useful concept to be studied. By considering the frontier as a "place that existed", it cannot be considered as a concept liable to be used for reflection. Secondly, it is not possible to think of a Rio de la Plata frontier after 1900, due to the fact that the Argentine archives do not designate any documentary repository "of the frontier" for documents produced after that date. In the third place, and maybe what is more serious, it means to basically adopt not a precise historiographic or scientific outlook when facing the problem of the Rio de la Plata frontier, but an ideological outlook organized on the basis of presuppositions that the XIX century liberal military and inte- llectuals were in charge of spreading through documentary wri- tings and repositories. Finally, it means to fully accept a "port" perspective of the frontier, by consent about not treating the subject beyond the temporal and problematic framework fixed by the port in the spreading of its ideology: the problem of the Rio de la Plata frontier finishes, for historians, at the same time in which it was finished for Buenos Aires, independent from what happened in the frontier itself. My stance in front of the problem is a different one. I believe that the Rio de la Plata frontier cannot be studied without distinguishing what the frontier might have been from what has been said it was. The frontier was not only "a" place, but also a place that was "said" to be, what is not independent from what was organized and represented by way of a biased ideological discourse. This, quite clear for other social researchers, has not always been so for historians. For art historians, for example, it appears to be clear that the visual representations of the Rio de la Plata frontier world cannot only serve to say what the frontier was but also to study what the frontier was desired to be at a certain moment. In the same way, for scholars in nineteenth and early twentieth century Rio de la Plata literature, the distinction -and, sometimes, the intentionally biased distortion- between the social and social- spatial structures of the frontier and those described by writers is quite clear. From this perspective we cannot, then, say that the Rio de la Plata frontier was ended with General Roca's campaign (1879). It might well be that, in any case, the frontier has adopted forms that historiography has not yet found how to study. In fact, the Rio de la Plata, like other areas of the Spanish empire, was born as a multiple frontier area: administrative border, that is to say, where Spanish organization ended and reduced its bureaucratic interest to a minimum and where it achieved the smallest and the worst of economic private effort to carry out the conquest and organization; political limit, where there were established the separation from another power, Portugal, and the disputes about territorial jurisdictions and their possible advantages for the accessibility and protection of other less border-line and more profitable areas; marginal area, that is, where the expansionistic interests of the empires found repercussions, weak areas in which it was possible to conceive the pretension and expansion of domains. It is this imperial border around which would pivot all the activity justifying the maintenance of a city like Buenos Aires and to which this one will owe its existence (smugglery). It is to this far-off corner of imperial organization that Buenos Aires owed the creation of its own peripheral area beyond its own limits, and for which it erected itself as a centre. It is due to this far-off imperial corner that the port city became the "exit" for "national products" and obtained the creation of its own frontier related to those products. The Buenos Aires frontier was due to the imperial frontier.
